The lining you are speaking about is cheese cloth, it is put on there to hold most of the lint and dust from the bed. It doesn't hurt to remove it, just have to vaccum more often under there.

That thin little membrane just is a protective barrier to help keep your mattress clean and free of dust to sell it to you. It's a pain to keep clean with cats under the bed but instead of removing it I would cover it with a washable cover to keep mites and allergens down... but I'm a clean freak anyway. But a lot of my friends and family have no pets so I have to make sure they're not afraid of this place.

That is my habitat for spiders. I try not to mess with it.
But I'm sure it would be ok if you remove yours.
