At least 15.5 years of age.

There is a catch. Here it is.

Provisional Driving Restrictions—You must be accompanied and supervised by a licensed parent, guardian or other licensed driver 25 years of age or older or a licensed or certified driving instructor when you:

1. Transport passengers under 20 years of age at any time, for the first twelve months.
2. Drive between 11 pm and 5 am for the first twelve months.

In other words, I will wait until 18 years old. In that way I don't have any restrictions. But if I get a ticket, the fines will be same as any adult. Drinking while driving, same as adult, a ticket and a night in the jail. That is part of driving. Live and Learn. You cannot learn when your dead at the scene of the accident.
