Actually, the worst place I've been to was the old neighborhood I lived in. I lived in an upper class neighborhood and it was a predominately white population. They hated me simply because of the color of my skin which is barely that different.
I've been in the ghetto and they never harassed me because of my race.

I've been to some dirt-poor parts of India. Starving people is pretty bad--among the worst things you can see.
But if you're strictly talking bad neighborhoods, certain parts of Newark, NJ are just awful. I drive through these 'hoods 5 days a week, and work in one of the less desirable 'hoods as well.
I don't see too many starving people in Newark, but the drug addicts and prostitutes I see are just as disturbing.

The first time I steped into my X-mother-In laws house. It was by far the worst place I had ever been, ghetto or not.

I lived in Jennings, MO for a while when I was really young. One of my friends was shot in a drive-by walking to school one day, she was 6 and I used to walk with her. We moved two months later. my grand parents continued to live there for years and moved when their car was stolen out of the driveway in broad daylight.
I hear they're cleaning up the area now....

Las Vegas, New Mexico. It's nothing but a big trailer park in the desert.
