This paper (I found it by doing a search for "bacillus licheniformis isolation") has the procedure they used to isolate organisms of this specie capable of breaking down feathers:

In general, you can take soil and if you are trying to isolate spore-forming bacteria, you can suspend the soil sample in water and heat it hot enought to kill vegetative cells. Since Bacillus all form spores, they should survive the heat treatment...
