You could purchase an oil/water bra, padded bra, or they have these silicone bra shapers that you can place in your bra.

you are 13, you aren't supposed to have big boobs yet. however, if you pull the straps of your bra tighter, it will lift the tissue that is there, and you will appear to have more cleavage. Also if you get those half pads for bras that fit under your breast, they also push the tissue up and foreward making you look bigger. If it helps, iIdidn't even ear a bra until I was 14, and by the time I was16, I was a c cup. Time is the best enhancer.

You don't need to unless your just trying to get attention from guys. The only people who you will attract are the ones that are interesting in being nasty, and you will eventually get raped. To answer your question, do push-ups.

Push ups will build the muscles underneath your boobs, making them look much bigger

you can cheat by stuffing/ tieing your bra or just wear a padded one.. or since you only are 13 you can not worry about having bigger boobs

There are push up bras or gel filled bras. There's always the tissue thing too.
