The height of the water in the bowl is controlled by the height of the siphon at the back of the toilet.

I believe it is because the toilets in the UK are regulated by law to use only so much water per flush.

Because it is an archaic design that was based on large water usage for solid waste removal.
John t doesn't know what he is talking about, because the US doesn't use "liter" measurements and the 1.6 is GALLONS, for the same design (so you must flush several times to get the poo down) but called a low flow.

Different design of the pot, needs more water to flush solids.
Americans are very conservartive, so they will not change something that actually works.
Same happen with their light switches, or bulb sockets: they are still made the same way of one century ago.
I dont blame them tho. you can still replace an old switch without having to mess up very much as we do in europe.

We eat huge amounts of food, so we need a larger buffer to catch it all. You guys don't even have all-you-can-eat buffets, do you??
