I was watching The West Wing. At one point in the story, the Bartlett camp is running for re-election. They hire a a political consultant and as part of his fee he say " I want 13% of the ad buys." Does that mean he gets 13% of the ad buy budget? any thoughts?

I think it means whatever ads are sold by the company ie ads bought by clients (ad buys), he wants 13% of the amount as a fee. So if the total amount earned by the company from ads sold is 10 million he would get 13% of that amount. Makes sense?
