Hi there...

There are two possibilities. One, it could be a bad phone/answering machine or something at your house causing this. Answering machines and cordless phones are bad for causing this sometimes, so what I recommend is that you unplug everything that is hooked to a phone line in your house (phones, answering machines, cordless phones, computers, dish systems, everything). Wait a few minutes, then take a regular phone (not a cordless), and plug it back in and pick it up. If you hear a dial tone and can call out, it's something of yours that was hooked into the line causing the problem. You can plug another piece of equipment in and use the same test phone to check for dialtone. Once you plug something in and get the fast busy or busy signal again, you've found the culprit.

If after you've unplugged everything and you still get the busy signal? It's likely a problem between the phone company switch and your house. You will need to call customer service with your phone company from a cell phone or a pay phone or a neighbor to report the problem. They will have a technician check the line and find the problem for you.

Good luck! Hope this helps!
