Beside tearing (which is a reaction to irration in the eyelids)

Crying is an audibile irritation for infants (human and animal) to draw the attention of the parent.

Evolutionarly speaking, crying is one way for infants to clearly communicate distress to the parent, and so the parental reaction to it ensures better survival of the young, whether it's food or warmth or protection.

The more parenting that is required (age until maturity), the more likely the crying/(sympathetic reaction to hearing crying) would be reenforced.

your eyes tear or well up with fluid to keep your eyes from burning & therefore irritation. not sad? no problem. get sand or some other irritation in your eye or eyes, your eyes protect themselves from damage & possible blindness by tearing. sometimes people develop a virus within their eyes that prevents their tear ducts from working (or tear secretion from occurring). this is very serious & have to 'water' their eyes frequently daily or wear glasses that libricate their eyes. the smallest thing can bring down the mighty. p.s.: without this fluid in your eyes, your chance of blindness just increased 100%.

Your tearducts are trying to comensate for the increase of emotion your bosy is experiencing.
