why not from America or Europe?

I really think that your theory is not so true. For most of the great breakthroughs in math have been made by europeans. Einstein being the most recent with his E=mc squared equasion. That was made about fifty years ago. Pretty recent compared to how long it took the whole of humanity to get where we are today.

Actually, I think some of the best mathematicians come from Japan, noticed by those who fail at the math courses in Japan and move to North America do so well.

That dispels your theory.

because of all of the funding that comes from those areas, they attract mathematicians from all over the world
