ok, according to this graph (link below) the areas highlighted in sky blue are decriminalized areas for marijuana...is this inlcuding recreational use of the drug, medical, or both. someone help cuz i really didnt know this.

The states on this map have legalized marijuana for personal medicinal purposes only. However, fedeal laws making it illegal always trump state laws, so essentially, marijuana is illegal in all of the U.S. (though rarely prosecuted on the federal level).

If you read what the site says, it is not "legal" anywhere in the U.S., although it is "decriminalized" in certain areas. Decriminalized means it has lesser or removed penalties. So In those areas there is less penalty for using marijuana. Of course, there is no place where you can simply pull out a joint and start smoking away without getting in trouble (arguably some of the Men's bathrooms in certain areas, but still, thats not exactly legal), in fact, you can't do so in Holland either, where Marijuana is "legal." In Holland Marijuana is able to be used under strict supervision at certain bars. So to answer your question, Marijuana is not legal anywhere in the U.S., although in certain areas they will not bother prosecuting over MEDICINAL use.

Nowhere really- although there are states that have approved it for medical use it is still illegal to cultivate - so where do you get it if it can't be cultivated? A big blurry line is what you get. Police routinely destroy marijuana slated "Medicinal Use Only" due to federal possession regulations. Until the Federal government participates in cultivation regulation and secured distribution there is no legal place to use, sell or grow marijuana.

If you go norml.org you can look at every states laws including federal laws. You will be able to see penalties based on personal use, cultivation and sale.
The states that are decriminalized the most are New York, Ohio, Maine, Colorado, Nevada and California.

I guess it would be highly relative.. you would have to do your homework on individual states and countries. It's a slow process of decriminalisation and I guess it manifests itself differently, depending on historical culture and political process.
in plain english, i would think that the reds would not usually tolerate recreational or medicinal use, whereas the blues would be a litte more likely to accept recreational use and a lot more likely to accept medicinal. Cool map!

I'm not sure about the rest of the blue states, but in Alaska they will not prosecute or arrest you or even confiscate for 4 oz. or less.
