Are "gold plate" and "gold electroplate" the same thing?

Yes, they are the same thing.

To plate a piece of jewelry an electric current is run through it as it is dipped in a plating solution.

The "k" refers to "karat." Karat is a measurement of the purity of the gold. Pure gold is 24 karat (jewelry is NOT made from 24 karat/pure gold because it is way too soft). 14k means that the gold plating used is 14 parts gold, 10 parts other metals.

Do not confuse the karat of gold with the carat of diamonds; they are not the same thing.
