dll files are library files . .thy get into ur system once u load ur OS.
and .thy store loads of info.. so dont delete them..
your OS might crash out..
u should knw win32 or VC++ to read those files and make files like that for your own softwares.. and 3D games..

your not meant to open it, since its a library file for windows, if u want to register the file, u would do start run regserv32 ok it

I wouldn't touch it. Depending on if you need to use the class you may be able to import it into C# Express (free from Microsoft) and use it in a program. Otherwise, leave it be.
