It's possibly "better" in terms of affordability of housing, and maybe has less taxes...
But in any other measure -- economy, job opportunities, natural beauty, weather, diversity of population, availability of recreation (ocean, mountains, skiing, snowboarding, lakes, rivers, hiking, rock climbing, etc.) -- California wins hands down.
