Not very hard. Just burn data straight to disc using a program like Nero or Easy CD Creator. It will automatically format it to CDFS for you.
Additional note: A CD-R cannot be made to exclude data that is audio or video specifically if that's what you are asking. If you burn as an "audio CD" or "video CD" then it will format it appropriately so that it will be recognized when you put it in a standard CD player (using Redbook CD audio format) or in a VCD compatible DVD player (to view video burnt to a CD in VCD format). Otherwise, data is data as far as the disc is concerned.

There are "audio" disks and there are "data" disks. You choose the format when you burn. An "audio" disk is the format of store bought CD's They contain about 75 minutes of music. A "data" cd can contain anything including MP3 music files. In this format you can get about 250 music files on one CD.
Don't be confused by so called blank "audio" disks. They are only required when burning on a standalone audio system and have a flag indicating royalties have been paid.

You can't format a CD-R, it's formatted by default from the company who manufactured it. If you want to write data on it, make sure than on your burning software i.e. Nero choose data CD when you are to make a compilation to be burned, not audio/video or a composite of both. So, in few words no CD Audio or Video CD when you write a CD.
P.S.
Technically also audio/video cd's contain data.

You don't "format" CD-Rs at all -- you just write things to them. If you write data (and in the burning program specifiy it's a data disc), then it's a data disc. If you write audio or video (and specify in the burning program which of those is going on it), then it's an audio or video disc. The only difference is in the disc ID data that's burned to the disc along with the stuff you burn on it.
They're not like floppy discs where you "format" them before writing to them...

The CD-R disks can be formatted for writing by the CD burning program. Right mouse click on the CD icon drive.
Choose Format.

CD-R's cannot be 'formated', they can be only written on once.
Everything is data, audio and video is data also.

well u can define what can be burnt to a cd-r, when u say format, do u mean so u can drag and drop using windows xp?
u can do that via the program you got with the writer eg nero.
i use nero for all my burning i just set it on multisession so i can burn multi files and different times without wasting a cd-r

if your using roxio or any other burning software, they usually have a section called DATA CD. u have to click on that and then put in what u want to save.
