My English teacher used to tell the class over and over again:
"Read more books"
I took his advice and it worked. I got a distinction grade for my O level English.
Now I'm an English teacher myself and I give the same advice to my students " Read more books"
In addition, watch more English programmes on TV;
Listen to the news daily;
Speak in English more often .
I short , READ, LISTEN & TALK in English.
You should be able to improve much if you do these.

Spend a lot of time talking with, and writing to English speaking people. Differing accents and local sayings can be hard to learn from a book. When you learn a new word or phrase, learn as much about it as you can. When I learn a new word in Spanish, I learn how it's spelled in Spanish and I write it down the way I would spell it in English, like it sounds to my ear, so I can see the difference. So many people can speak a foreign language, but can't write it or read it. All of those are equally important.
I'm really glad I already speak English because I think it would be a tough language to learn. There are lots of words that are spelled the same but have different meanings, or mean the same but look totally different. Plus most areas of the country have their own sayings for things that go back for generations that may make no sense at all to the outside ear.
I applaud you for your efforts, you are smarter than I am. And if you ever get a chance, come to Texas and see if you can figure out what we're saying -- LOL -- Texan is it's own language.

It seems that you're from my country.
Well the best way is to watch movies, listening to radio. Don't waste your time with rock and ram musics as they're very advanced for a beginner!
Try watching CNN or BBC. they have a good accent so that you can simply get the meanings.
Another way is to read books. This way, not only you can learn new things, but you also improve your English.
I remember my English improved the time I started chatting. At that time ( 6-7 years ago ) there way no Yahoo Messenger. The only way was some old fashioned programs called IRC where you could connect to an IRC server and chat with others. I remember there I met many many people from around the world; an American woman who had lost her husband in Vietnam's war, a Canadian computer engineer, 2 lovers from Spain and France and ...
oh when I remember past days, I feel like I want them back again ...

Read newspapers...have a dictionary with you (and maybe an english and your language dictionary too)
Books are a nice idea too but may be too focused on one thing.
Newspapers have different topics to widen your grasp of the language.
It's current and offers a chance for conversation about what's going on now.
Mostly written in a casual tone the way most of us speak day to day.
Find an all talk radio station.

Before getting into any effort, put ur mind and involvement. Feel as if u like English and u possess an instinct to learn that language and set ur mind. This is applicable to anything u like to learn. Then as a next step, find the ways of improving ur skills in the language. I wud rather suggest u to go to public library, where even i sensed the flavour of reading books. This wud really help u out. Admit urself as a learner, and this wud surely help u to come out of IC. Everytime the experts praise ur progress, the more u wud like to learn.
