Actually, the left blinker light is out and the right blinker is going faster to let you know that the left one is out. It's just a safety thing...whenever you hear a super-fast blinker (in case you didn't know already) you should realize a bulb is burnt out somewhere.

There is no such thing as a separate left and right blinker system in any vehicle made, foreign or domestic.
What you have is a burned out light or two. Front or rear. Find and replace the bad one and all will be fine again.

Bummer65 is right. When one of the dual filaments burns out on a bulb sometimes the long side will lay across the other filament and create a feedback . I have seen this several times.

A left side turn signal lamp is burnt out or loose. Check if parking lights combine as turn signals. If not 50 /50 chance ..choose a bulb on left side.

Left blinker : You might have a blown fuse or faulty wire for this. Some cars come with independant fuses for the left/right blinkers.
Right blinker : You most likely have a blown blub or wiring that's shorting.

On the right side, you have a blown bulb. For the left side, the switch on the steering column is defective.

It's called a burned out bulb. the flasher is designed to do that on a bulb burning out

check your turn signal light bulbs and i would bet you have one burnt out, replace it (maybe a couple bucks for the bulb) and your other turn signals will slow down and all will work right again.
