Is the person artistic? I purchased a set of colored pencils (with 50 hues) for under $10. A smaller sketch pad, perhaps, or some acrylic paints.
If the person is a girl, hair accessories or nail polish can come in inexpensive sets. If it's a boy, plastic models to build cost under $10.
Puzzles are cross-gender, as are books. An index card box with index cards and a little divider set can be a phone number box, and you could decorate it for either gender.

ok so i just finished my secret santa gifts for a girl and i did like a decorated picture frame and a really cute notebook. You should do something homemade because those kinds of gifts are always the best. Make it personal but not so personal that she can guess right away that it was you

You could bake cookies or brownies and put it in a decorated box. Recieving a gift knowing that it was made with thought is always better then recieving a gift that had no effort put into it except for spending money!

i'd say candies, and other little things. try to make it simple, but a little creative. just go to your local grocery store, something like vons or longs, and just start putting things together! another great idea would be a starbucks gift card. people love that!
