Absolutely, no.... there are discontinuities with scale. For example, you build two 20 storey tower blocks a few metres apart, there will be a wind funnelling between them. You cannot replicate this effect proportionately in a scaled-down version with two two-storey houses closer together.

But often, yes. The spiral of a spiral galaxy is similar to the spiral of water down a plughole. And at the root of domestic violence is the same feelings (such as greed, ruthlessness, and desire to dominate others) as presidents of big countries invading small ones.
