If I grow it inside I'll use artificial light.

If you plan to use artificial light, you need to buy lights for that particular purpose. Check at your local lawn and garden center for their suggestions. If you are starting plants indoors as seedlings that will later be transplanted you will need one set of lights that can be set up very close to the seedlings. If you are growing larger plants indoors, that normally need full sun, you will need some very expensive halogen high out put lights. Please be aware that law enforcement agencies often ask retailers to track who is purchasing these kinds of light set ups - because they are often used to grow unlawfull crops. These lights use alot of electricity, another thing traced by law enforcment. Inordinately large electric bills can be reported and investigated.

Now, as to your potency question, that is an interesting question. Let say you were growing an herb that you wanted to develop a medicinal resin such as Mountain Balm, or maybe an essential oil, as in rosemary. Not only would you need lots of light, you would need a source of heat too. To develop resin or essential oil the plants need to be warm, and may even need alternating cool and warmth like they would get outside.

Best bet would be to grow your potent plants outside.

you just need to take care of two main things:
1) proper sunlight (may be daily for few hours ....if not full time)
2) The soil u use........changing the soil at some intervals ...or adding proper manure / fertalizer to maintain the nutrient level of the soil would be enough.....
(needless to say u need to be careful abt watering as well......)
