An 'ex-officio' member of a committee is usually an officer of the organization (e.g., president or secretary).

Whether they may attend all meetings and/or vote will be determined by the organization's constitution and/or bylaws. So, to answer your question, it depends on what the organization's rules are.

An example of this is the Vice-President of the United States. The office holder is by law the president of the Senate, but may only vote in the case of a tie.
