There are several websites that offer TV over an internet connection such as http://www.chooseandwatch.com . The problem with these websites is that it's not live. It seems the shows that are playing now were recorded a few months ago.
There's a product called slingbox (http://us.slingmedia.com/page/slingboxtuner.html ) that a user can plug into their cable connection at home and watch their home cable television anywhere on the planet via the internet. Really neat idea, and not too terribly expensive either.

Yes, you would need a graphics card that has capture capabilities. Look for ATI All In Wonder graphics card that is sold at staples, office depot, best buy, etc. What you do is you can hookup your coaxil cable, s-video, av cables or even hdtv cables to your video card from the tv/cable box. After that you can even capture those shows, record them and view them at a later time.

yes there are some programs to do that like Satellite TV which you can get from the warez site www.ddl2.com. Open the site and search for the word satellite.
