don't worry they may still grow, what size are your hips? if you're well porportioned.....don't worry about it, you can do some exercises to build the muscle in your pec's usually pectoralis minor which may in fact make you bigger.....or there's always Dr. 90210....but I'd wait until you're 21 then you'll be fully grown and you'll know for sure

Plastic surgery is pretty risky and there are less permanent alternatives. You still have a lot more time for your boobs to grow. For now, you should try the water bra. It's a bra with water inserts. There is also a silicon insert. They feel real and are hard to pop. They add a few cup sizes and don't look or feel padded. Target has bras like this as well as major deparment stores with an underwear section.

There are exercizes that you can do to enhance the size of your breasts. With 3lb weights, hold your arms out to the sides of your body ( like before a hug ) and bring them together in front of you ( keeping them out stretched ). Do this in repetitions of 12. In about 4 weeks you will notice a change. Good Luck.

you cant really do much. im 16 also, i have 36B so not much of a big difference. im guessing your pretty skinny. not much to do, just eat healthy and maybe wear a pushup bra or something =]

maybe if youre very skinny you should put some weight on. otherwise ive heard that eating almonds can help...don't know whether its true, maybe you should try.
