To teach TEFL in Hong Kong (in a private, for-profit language school) you would need at minimum a Bachelor's degree and a TEFL certificate. To work in a university you would need a Master's degree in TESOL or Applied Linguistics (probably not online, as most employers want to see supervised teaching practice), and to work in a public school you would likely need experience in a public school in your area (thus you would need to have teaching certification).

If you you are asking about toefl then I dont think so. No. Its loosing its importance anyways.
