parfum is the actual oil from the plant (usually flowers) and it quick strong....my doctor says never use it because of the risk of sensivitity and it will not wash off. eau de parfum is perfume oil diluted with alchohol and water.....still too strong
eau de cologne is water and perfume oil which will be the choice....eau of toilette is usually NOT perfume but chemicals that have a nice smell.

Eau De Cologne (EDC):
Originally the name applied to light refreshing Citrus scented fragrance, also see Cologne. Now, more widely used to relate to a solution of about 3% Perfume compound in an alcohol/water base and is much lighter than a concentrated perfume.
Eau de Parfum (EDP):

We cannot use the word perfume for mens - just we have to say cologne
Eau de toilette and Eau de parfum is a women's perfume
