Yes as stated by others. Be sure the old laminate is secure. Sand then wipe down with solvent, also use a solvent based glue. Another option is to install 1/4" Luan over countertop with nails then laminate over that. The latter is the preferred method of some pros.

It may work for you, but when I replace laminate, I take the old off first: run a hot iron on top of the old laminate, beginning at an edge.
Use a scraper to lift the edge off and keep going, thus peeling the old laminate completely off.
You now have an ideal surface to receive the new laminate.
Careful, the hot laminate can burn your hands/fingers if you touch it. You can use potholder gloves to protect your hands. Also, as you peel off, unless you put something in between the old laminate and the counter surface, it may re-bond. You can use pieces of wood to keep the peeled laminate from sticking again.
When installing new laminate, it helps to have a few pieces of dowel handy to keep the new laminate from sticking before you have it places exactly where you want it. Plan to put a dowel (about 3/8 inch thick) every 12-16 inches over the counter and then place your new sheet of laminate on top.
This way, you can move and shift the new laminate and make sure it is exactly where you want it. If you let it stick before it is arranged perfectly, you'll have a hard time moving it.

I've installed laminate over existing laminate with no problems. Just make sure the old surface is clean and free of dirt, oil, grease, etc. Sanding is a good idea even though I didn't do it. It's been seven years and eveything is still holding.

Sure, you just need to use contact cement to ensure a secure bond.
Before doing so, you really need to make sure the existing counter top laminate is secure to it's substrate because if it is loose then the new top will also be loose and you'll just be wasting your time and money.

without seeing the existing counter it would be hard to say for sure...I wouldn't recommend it if the existing laminate starts to peel you may have a mess on your hands and money wasted on new laminate...

Yes you can but to be quite honest, it would be cheaper to buy a new counter. By the time you scribe it in, buy glue etc, it would cost far more, in time and money, than to buy a new counter, and you will get far many years wear out of it!
