Start Rivers,
Rivers is going against a not so impressive Buffalo Bills Defense which is ranked 21st in the NFL giving up an average of 338.9 yards a game. Rivers needs to have a good game for the Chargers to stay in front of the Chiefs and Broncos in the very tough AFC West Division. Start Rivers in week 13.
I would also start Randy Moss over Washington because Moss will get more balls thrown to him because the Raiders will be behind.

I wouldn't sit Rivers the rest of the season if your only option is Berger. Rivers has been consistent and his weapons are all performing well. Remember when it would have been a no-brainer to start Moss? I still would give him a shot. I wish I had a good reason, but all I can come up with is that he's due for a big game.
