I assume you are in your local acting scene - community theatre, or your high school drama class if you're younger.
If not, start there, and get some photographs of you in action, and the standard 8 x 10 poses.
Put all this together, with relevant local experience, and look for an agent. You can find them in the yellow pages in talent sections or on the internet. It will depend on what city you are in. The biggies are New York and Los Angeles, outside these two it gets harder. It beats going out there stone cold behind 100's of other people, and you will be taken more seriously.
Your first break will be to make auditions for TV commericals, but more likely as a clothing model in a local store. If people like you, you'll start getting more calls, then you're on your way.

Hollywood is in the business of creating illusions. One illusion is that actors get "discovered." Most of the stories you hear about that are made up. You have to work like mad to get anywhere. Even then there is a very slim chance. If you want to do it, do it right and for the right reasons. If money is what you desire lottery tickets are a more sound financial plan. You do it because you don't want to do anything else.

The best way is to work at your craft -- act in anything that comes along. For them to find you among thousands of hopefuls you have to be seen.

Do as much in the industry as you can. Develop your skills. Participate and involve yourself. Community Theatres, auditions, readings, whatever. You'll get out of it whatever you put in.
You will be noticed for something in due time.
