There is some information needed to fully answer your question.

Are you looking to rip the songs from a CD and save them as MP3 or other format at 192kbps? If so, you need to use a program (such as iTunes, Windows Media, Winamp, or many others) to accomplish this. You will need to specify file format (.mp3 .wmv etc.) and bit rate (192k). Then the program can convert all the songs on a CD to your hard disk in the way you want.

If you already have ripped your songs from a CD and want to convert these files to 192k, there are two possibilites. If you ripped them at a higher bit rate (256k or higher), you need a bit rate conversion program. If I was looking for one of these, I'd go to download.com

If you ripped them at a lower bit rate than 192k (ex. 128k), then it is pointless to try to convert it to a higher rate. There is not enough information in the file to make it higher quality. You must rip from the CD again.
