Yes they can. I used to do it all the time when I was young.
How old are you kids if you're leaving them alone unsupervised??? there are laws against leaving young children at home alone. Be careful! There are creeps out there!

It depends. Sometimes UPS requires an adult (18 & over) signature. If it's something alcoholic, they require the signer to be at least 21. Sometimes they don't even really need a signature, they'll just leave it on the porch if no one's home.
