In regard to what? A job application?
The term usually means to list what branch of the uniformed services you were in, dates and rank. Would include prior service for a different country too. Prior means previously.
The question really needs more detail.

Normally the term 'prior military service' would apply to a period of time where an individual entered the military and then left. I was in the air force for four years, got out for three months, then went back in for twenty more years. The first four years I was in the service are considered prior military service.

Prior military service means you have done some time with the US military and got out. When you get back in the military you are considered prior service.

Having been in the military service for a period of good time. Good time is time spent on duty, not in jail. Normally, there has to be a period of time (even one day) after the military service that was as a civilian.
Four example, someone still in their first term of service, does not have "prior military service" as they are still performing that service.
If the person gets out of the military and is a civilian for even one day, and then returns to the military he/she is considered to have prior military service.
If the person merely extends (re-enlists) without a break in service, they are not considered to have "prior military service."
If a person was in the military and got out and later (more than one day) applied for a job (military or civilian) then they can claim "prior military service."
