I'm not sure if this is what you're asking. Heat is a byproduct of the operation of electronic circuits. If this heat isn't adequately removed, equipment lifetime and reliability are dramatically reduced. Cooling is now one of the major costs of computer center operation.

i second Frank N's opinion.
cooling is a must for modern computer systems, and even if passive cooling from air at room temperatures would be enough under normal conditions, one would like to have a specific safety in the reliability of systems and therefor active cooling using air-conditioning the rooms was established, just to be sure that the hottest summer day would not cause any trouble.
