The first thing you do is find out if the roomate that you DO like feels the same way that you do about the one that you do NOT like.

If both of you are in agreement, you can ask the bad roomate, tactfully ofcourse, that there are certain rules or living conditions that all roomies must abide by. If he agrees to it, give him a second chance (doubt it).

If he continues with his unruly behaviour, you and good roomie can give him his 30 day notice.

If you are the only one that feel that way about bad roomie, then I guess the best thing for you to do is find new living arrangements; After speaking to him about what it is you don't like ofcourse.

Good Luck to you

YOU ARE THE ONLY ONE WITH THE PROBLEM SO YOU SHOULD MOVE. YOU ARE THE ONE UNHAPPY. OR YOU CAN EXPRESS YOU LIKES AND DISLIKE AND SEE IF IT IS SOMETHING YOU CAN FIX.
