I use NetObjects Fusion 8 which I got free on a computer magazine.

If you can use a desktop publishing programme like Publisher you can use Fusion - at least enough to build a pretty good web site. It comes with a lot of pre-designed templates to help you get started.

Have a look at other sites and make a note of features you like, so you can include them in your own.

OK - you probably won't get it right first time, but you can experiment with the software on your computer and only upload your site when you are satisfied with it. Also, you can continue to develop it and keep replacing the published version with your latest version - no problem.

For a good web hosting company I can recommend www.godsweb.co.uk - very good rates, excellent services and excellent value for money.

You will also need to get yourself a domain name - £15 for 2 years for a .co.uk domain name. There is a page on the godsweb site which will let you check out domain name availability and can register your domain name for you.

Can you use a word processor? If so go to www.nvu.com and download their free web editor. There is a lot of other useful info on the site as well, like their own help forum etc.

I use a program called Dreamweaver. It's fairly easy, I taught myself.
