As I understand procrastination means to delay or put off things.

You already seem to know what it is. Procrastination is putting off doing something. It can be anything from a long-term homework assignment to breaking up with a boyfriend or girlfriend. The cause of procrastination is not wanting to do something because it's too much work, you're too scared to do whatever it is, or you just don't feel like doing it. I should know because I myself am a procrastinator (mostly with school projects). By the time that I actually work on the project, I have a very limited time to do so because I wasted so much time putting it off. This gets very stressful, and my projects don't always turn out the best they can be. Lately, I made up my mind to fight procrastination, and I think it's going to work.

For the person procrastinating this may result in stress, a sense of guilt, the loss of productivity, the creation of crisis, and the chagrin of others for not fulfilling one's responsibilities or commitments. While it is normal for individuals to procrastinate to some degree, it becomes a problem when it impedes normal functioning. Chronic procrastination may be a sign of an underlying psychological or physiological disorder.

But let me add this. I find that I often do my best work when rushed. If I try to do something ahead way ahead of a deadline it is usually pretty bad work. For me it is about not wanting to do anything unless I have to. If I cannot give myself a good reason to do something today, like I will get fired if I don't, then it will not get done.
