Once you've sent it normal 1st class , it's history. I've talked to the PO till I'm blue in the face about lost mail down here in Florida. They don't even want me to fill out a lost mail report.
You need to go in and send it certified or registered,etc. Sorry

if you sent it already I am not sure, but if you are getting ready to send it. You can request a return receipt it is a postcard that the person who receives the letter has to sign off on and then it gets mailed back to you by the postoffice so you have proof it was received.

Only way is to send it by certified mail which cost less than $5.00 to get a return signature card with the person who signed for it.
