The police aren't necessarily exactly the sharpest tools in the toolbox, so I can see why the words could be used in the wrong context.
An incident is a happening, an event.
An accident is a mistake or crash or problem.

an accident is really something that was done unpurposefully...
an incident can be an accident or someting done purposefully- it's basically an episode in which something happens... for example an incident could be a car crash or if a glass breaks.... it's an "unfortunate" event really
