Most definitely a clogged drain is causing the backup.
Unfortunately, you also have to replace the wax ring in your toilet as well as fixing the clog. The water should not being coming out of the base of the toilet if it is properly sealed.

Yes, somewhere in your main sewer line is a restriction, the problem is that all other fixtures in your home drain on gravity and you washer pumps out its water with a lot more force than the ther fixtures do the toilet is the lowest down and the easiest to leak ( A wax seal is to block sewer gas smell not water ) You need to first clear your blockage the you probe need to install a new wax seal. If you are going to have this done, get lic. number and insurance info, using professionals have profesinal results.

It sounds like the drain is clogged somewhere. Does the toilet flush properly? Unless you are able to snake the drain on your own, you should call a plumber, explain the problem & include your question about the wax ring. A plumber should be able to both snake the drain and replace the wax ring.

I think it is your wax ring. When you get a new one get the one with the rubber in it. Your stand pipe could be plugged up, try running a snake through it. Your washer puts out a lot of water, you need to a good vent to the roof too.

It seems like your washer drain line has a clog. Mine has clogged in the past and it would make my dishwasher fill up. I would try some industrial strength clog remover (like DrainO) and see if that works.If that doesn't work, I would then try a snake (these are available at Hardware stores or they can be rented).

Sounds like there may be a partial block in the main sewer line. This happened to me in our last town house, the neighbor lady was flushing "feminine" products, and all that goo, along with what everyone ate for the previous 3-4 days backed up into our bathroom and kitchen.
Suggestion: call a plumber before that happens to you......

your problem is both the ring and the line. the line is backing up, enough to reach the bottom of your toilet and the seal is allowing it to flow onto floor!!! and allowing sewer gasses into your home..
get the main line cleaned, and replace your wax ring

You apparently have a restriction somewhere in your sewer line. You could try snaking it. Roto rooter can also come out with a camera , but it's alittle expensive.
