Yes, it can, but not in a good way.
The urban legend is that Visine-type drops (or any eye drops with Tetrahydrozoline), when ingested, can give you diarrhea, but the fact is that the stuff is actually pretty toxic. It's a serious central nervous system depressant that can send you into a coma. So don't think about using it as a substitute for a sleeping pill.

some eye drops....the allerghy/antihistamines mostly optivar is an anti histamine eye drop it can have sedating side effects if the active ingrediant was in pill form...you would have to have a giant quantity poured into your drink....i dont think the other glaucoma type drops do this or we hear all kinds of stories of people crshing their cars from their eye meds...in doubt ask your doc

Obviously it depends upon the eye drop but if the correct drop is chosen and you drink a large amount what you describe is possible.
