Managing diversity is an activity that is used by companies and governmental agencies to incorporate a reasonable balance and understanding in the hiring and managing of persons of different ethnic backgrounds, familial orientation, sexes and other cultural differences that would otherwise lend to discriminatory nuances within the workforce. Some entities and governmental policies have ratios that they use as a guideline to meet certain policy requirements that mandate how many persons from diverse cultural and ethnic backgrounds should be hired within the organization and develop programs within the organization to educate employees and management on ways to avoid discrimitory activities.

I imagine it means taking steps to ensure that an organization (company, college, etc.) has "sufficient" diversity, however that is defined. So you "manage" that by keeping track, by ensuring that enough people with diverse backgrounds/races/socioeconomic levels, etc. are interviewed and hired or accepted.
My take on it, anyway...

Imagine chairs (bare with me). Different chairs. They all do the same job, yousit on them. But the chair you sit on when you are at your computer probably looks very different to the one you sit on to watch TV and that will be different to the one you sit on at a dinner party and then the dentist chair - well that's very different.
Now swap the chairs for people, they come in all shapes, sizes, olours, backgrounds, cultures, experiences. Managing dversity is not about treating people the same but recognising different people have different skills and putting them in a position where their skills and experience are best used.
