garland...its easier to get on right and distributed evenly if you do it before the ornaments.

My mom always did lights, garland, ornaments then tinsel (if she felt like it). If you put the garland on after the ornaments, it give the tree a wrapped up and constricted look. Some ornaments might hang weird or be blocked. *We actually don't use the garland anymore because it made the tree look too 'busy'.

Decorating a Christmas Tree first is the lights, second are the ornaments then the garland to hide where the hooks to the ornaments and wires to the lights but you can also do it lights, garland then ornies which ever you prefere.

Garland, because it is easier to grab the next thing to wrap around the tree because then you can hang the ornaments to hide any bare spots that the garland doesn't quite cover while you are draping it around the tree.

I guess it would be garland if you do it because you don't want to cover the ornaments with it. We just do lights and ornaments.

Garland. Ornaments should go on last as they can fall off easily and are often fragile.
