H.G.Wells was English English, his book takes place in England, London if I am not mistaken. But I might be as I read the book almost 50 years ago.

The time is never completely defined, but it was published in 1895 and I've always thought that the setting is during the same period.

It begins in 19th century Englad, and later shifts to the same location in the year 802,701 AD. Later, he goes even further in time, eventually reaching the year 30 million, and then returns to his own time before setting off and never returning.
