Yes,Hezbollah beat Israel,even if Israel wants to admit it or not.Israel didn't achieve any of its goals,while Hezbollah defended Lebanon from another Israel occupation.So,yes I would say Israel lost...
As for your question I saw that the EU is trying to get more involved into the Middle East peace process...they passed a few resolutions accusing Israel for what they did in Lebanon and Gaza in the last month...
Honestly i hope that this is only the first step in a much larger implications in the Middle East problems...
