More than likely this is spyware, and there are several ways to get rid of it. You can do a system restore, to restore your system settings to what they were before this popup began, or you can download, install and run SpyBot and Ad-Aware.

To do a system restore: Click on Start, Programs, Accessories, System tools and System Restore. Pick a date that is bolded in black, a day before all this started, and click on it. When the restore is finished, restart your computer so the changes will take effect. Then download and install SpyBot and Ad-Aware from download.com.

You might be infected with a virus. Download www.spyterminator.com and a run a scan. OR check to see if your popup blocker is on.
to get rid of it instantily just press ctrl+alt+delete click on the popup and click end task

Install, update and run both Ad-Aware and Spybot.
