Where can I find a free, strategy game maker, with minimal coding?

I am looking for a tool with which I can make strategy games without having to actually program. Like RPGMaker is for RPG's, I want one for strategy (RTS) games. Please don't say Game Maker.

that gives you a list of downloads which are all compatibale with rtsmaker v2.0, which you can also download there (the last download link on the page)
