The International Executive Service Corps, in partnership with the Common Market for Eastern & Southern Africa (COMESA), manages the AGOA Linkages in COMESA (ALINC) program funded by the United States Agency for International Development (USAID). The program is designed to increase awareness of the African Growth and Opportunity Act (AGOA) among key stakeholders within AGOA eligible COMESA member states and to stimulate exports of eligible products.
While AGOA serves as a catalyst for increasing exports from eligible Sub-Saharan African countries to the United States, ALINC is designed to accelerate completion of export trade transactions between African sellers and US buyers.

There are currently 13 eligible countries within the COMESA region: Angola, Djibouti, Ethiopia, Kenya, Madagascar, Malawi, Mauritius, Namibia, Rwanda, Seychelles, Swaziland, Uganda and Zambia. The Democratic Republic of Congo presently has partial AGOA eligibility. Some of these countries are also eligible for AGOA textile and apparel provisions.

The ALINC Program includes


Identifying firms in the eligible COMESA states that have a high potential for immediate exporting to the US under AGOA
Providing export assistance services to selected firms with a range of services including company assessment, project analysis, business and marketing plans assessment, planning and implementing an export strategy, and SWOT analysis
Sales and marketing assistance services including accompanying clients to trade shows and exhibits in the US, on site visits to African clients, accompanying clients in sales meetings with potential clients.
Providing technical support as needed to ensure that clients meet U.S. standards, trade requirements, regulations, export financing and more
On-going mentoring is facilitated by IESC volunteer experts to provide continued guidance and expert
