The Toyota Preus. It gets 50 mpg in mixed driving. :-)
If you don't include hybrids, then the Honda Civic at
about 35-40 mpg.

Mileage or fuel economy is express as mpg (miles per gallon) or l.km (liters [litre] per kilometer) in other countries.
Factors affect fuel economy are
- size of engine
- size of car (vehicle)
- shape of the vehicle
- fuel use either gasoline or diesel
- engine / hybrid setup
- electric only setup
- how fast you are speeding (highway)
- how slow you are speeding (city)
- outside temperature
- formulation of the fuel (summer or winter)
I will choose the 2006 Toyota Prius, good on the city, good on the highway. Of course the EPA mileage are based from their laboratory testing.

Petrol - Maruti Alto (for small cars), Honda City 1.4lit 70hp (for sedans)
Diesel - Closely fought between Tata Indica Turbo, Tata Indigo Turbo (both old indirect injection technologies), Hyundai Accent/Viva CRDi, and Ford Fiesta 1.4 TDCi (both high-tech common rail technologies)
