you need to install DVD software. if the hardware is the same as before then its a software issue or you may need a dvd cleaner. when you reformatted your computer you erased the dvd drivers/decoder and now they should be replaced. try decoders such as NVIDIA PureVideo Decoder, or PowerDVD; there are also free ones on the net but i can't vouch for those. for future reference copy and paste that same error message in google and you will come up with loads of info.

it says you don't have the right DVD decoder. what kind of file is it? is it a wma., avi, mov., divx.,.....with these kinds of files you need the corresponding decoder.
wma = Windows Media Player
avi or divX = DivX Player or decoder
mov = Quicktime
you can download these anywhere online
just search "Windows Media Player," "DivX Player or Decoder," or "Quicktime" and you can download the latest version (or another version) to you computer.

If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.
