Twins are born one after the others. Therefore one is older (by a couple of minutes) than the other. Theoretically they can be born in different days, fi delivery is around midnight.
If you ask how twins are formulated, than it is a different issue.
Fraternal twins (commonly known as "non-identical twins") usually occur when two fertilized eggs are implanted in the uterine wall at the same time. The two eggs form two zygotes, and these twins are therefore also known as dizygotic as well as "biovular" twins. When two eggs are independently fertilized by two different sperm cells, fraternal twins result.
Identical twins. occur when a single egg is fertilized to form one zygote (monozygotic) which then divides into two separate embryos. This is not considered to be a hereditary trait, but rather an anomaly that occurs in birthing at a rate of about 1:150 births worldwide, regardless of ethnic background.
Some monozygotic twins are known as "mirror twins" or mirror image twins. These are identical twins with opposite features, that is, one may be right-handed and the other left-; mirrored hair curls, etc. This condition is comparatively rare in humans. It results from a late split of the fertilized egg at around 9-12 days. One mirror may have situs inversus, where some or all of the organs are on the opposite side of the body, such as the left ventricle of the heart on the right (dextrocardia). Such conditions are usually associated with a higher incidence of other birth defects.
Polar twins are monozygotic but develop differently, due to different genes being activated. These "half-identical twins" may occur when one sperm fertilizes the egg, while another fertilizes a polar body.

They aren't born simultaneously persay. That is why there is one twin that is minutes "older" than the other one. The majority of twin births occur with a c- section so maybe they can't try to come out the same time... but that's pretty much how it works.

All babies are born through either vaginal birth or c-section. Twins are no different. They don't both come out at the same time. One comes first, then the second comes next.

identical twins are born by the egg/foetus dividing into two therefore making them look alike and also nonidentical twins are just two separate eggs that were formed at the same time. Siamese twins are born when the egg slices into two but doesn't fully slice therefore joining.

how are they born? or how are they conceived? they are born like any other babies. vaginally or by c-section.
there are many ways twins can be conceived
either 1 egg is fertilized and it splits (identical twins)
or 1 egg is released and splits and is then fertilized (maternal twins)
or 2 eggs are released (fraternal twins)
then there's always in vitro fertilization which involves implanting fertilized eggs into the uterus.
