There's no such thing as one unique set of body proportions because among humans there are many variations. However. we can talk about average human proportions.
The ideal (ideal but not real, only used in art) human body is 8 heads long, in reality the human body is 7 to 7.5 heads long. The bend line (an invisible line positioned at hip level, where you bend) is the center of the body, for example the bend line of a person 8 heads long would be 4 heads long from the top and 4 heads long from the bottom. What this means is that your leg outseam (outside of the leg) is supposed to be as long as half of your body (if you're 70'' long your legs should be 35'' long). The inseam of the leg should be 1/4 of a head smaller than that, or 3 3/4 heads long (in an ideal 8 head long human). Let's say you're 70'' long, as we saw before your legs' outseam should be 35'' long. If we use the 8 head ideal then your head would be 70''/8 = 8.75''. If we divide 8.75'' by four we get 2.19''. Now, if we deduct that from your outseam we obtain your inseam, 35''-2.19'' = 32.81''.
Again, these are the average proportions, humans aren't necessarily like that. For instance, I'm 5'7'' but have 36'' legs, inseam not outseam, which is obviously too long for my height. Adriana Karembeu is even more of a defiance to those proportions, she's 6'1'' and her legs (outseam) are 49.5'' long (as listed by the Guinness Book of World Records). So while working on your quizz keep in mind that these proportions I told you about are not absolute.

You know your legs are long enough if they touch the ground when you are standing!!! But seriously it is a praportional question. The distance from your foot, to your knee is the same length from your elbow to your hand. That is also the same length of your thigh, So, your leg should be twice the length of your fore arm.

It depends on your age. But most girls start gettting taller in elementary but everyones different. If you still think you're too short... just wait a while. You can get a growth sprout anytime.
